But what does that mean for both jailbreak and non-jailbreak users?

But if you are iOS 9.3.3 or 9.3.2, and care about jailbreaking, you may want to stay on those older firmwares. This is because if the recent release of iOS 9.1 jailbreak has taught us anything, it’s to stay on as low firmware version as possible to take advantage of any future jailbreak release.
Well, since iOS 9.3 and iOS 9.3.1 are pretty much the same firmwares in terms of security, it shouldn’t affect anyone. If you are on iOS 9.3, you should really be on iOS 9.3.1 whether you are a jailbreak user or not. This is because as mentioned earlier, iOS 9.3 and 9.3.1 are identical in terms of security patches, with the only difference being the fixes for bugs in the later firmware. Currently, there is no jailbreak available for iOS 9.2, 9.2.1, 9.3 and iOS 9.3.1. The last public jailbreak released was for iOS 9.1.
